Finding on
Appendix C of
the Santa Cruz Divisional Manual
Undergraduate
Student Grievance Procedure
The Committee on Rules, Jurisdiction and Elections
was asked by Senate Chair Blumenthal to consider the question of whether
Appendix C, Undergraduate Student Grievance Procedure of the Santa Cruz
Divisional Academic Senate Manual is consistent with both the remainder of the
Academic Senate Manual and with the Standing Orders of the Regents. In
response, RJ&E issues the following finding. Appendix C is attached.
The
committee finds that the current Appendix C is consistent with the Manual and
the Standing Orders. The committee also
concluded that it is appropriate to keep the policies of grade appeals within
the purview of CEP.
Additionally,
RJ&E makes the following recommendations to the Committee on Educational
Policy for revision of the procedure documented in Appendix C. Changes could include the following.
1.
To
ensure faculty notification, RJ&E advocates that a paper trail of the
process for grade appeals be mandated, perhaps with a document similar to the
“Checklist to Assure Fairness” used in the personnel process.
2.
That
a one-year filing provision be included in the process similar to that used for
completing an “Incomplete”.
3.
As
part of the process (not necessarily a legislative change), remind faculty that
they can approach P&T if they feel their rights have been violated in the
grade appeals process.
If
these suggested changes are adopted by CEP, the revised Appendix will address
the concerns raised in the Committee on Academic Freedom’s 2000-01 annual
report.
