Proposed Change to Santa Cruz Division Bylaw 13.21

To the Academic Senate, Santa Cruz Division:

The 2000-01 Graduate Council, with the concurrence of the Committee on Rules, Jurisdiction and Elections, moves the following amendment to the constituency of the Graduate Council, Academic Senate, Santa Cruz Division Bylaw 13.21.1.

Background and Rationale

At its meeting of October 5, 2000, the Graduate Council unanimously voted to forward a recommendation to the Academic Senate to amend the Graduate Council bylaw governing constituency so that the Graduate Council’s membership increases to ten Santa Cruz Division members from the current six members (in addition to the Dean of Graduate Studies, who serves ex officio). The work of the Council has increased substantially in the last few years with the growth of graduate programs and complexity of graduate issues. The Council feels more members are needed to effectively carry out its charge; moreover, the Council needs a minimal representation from each academic division and the School of Engineering. The Council wishes to point out that at present it is the smallest among all Graduate Councils of UC campuses. In fact, the number of Academic Senate members serving on Graduate Councils at other UC campuses varies from eight to twenty with the majority of campuses having between ten to twelve Academic Senate members in their Graduate Councils.

This legislation is to take effect immediately upon its passage by the Academic Senate. The Committee on Committees will be forwarding nominations for the additional positions.

13.21 The Graduate Council

13.21.1 There are six Santa Cruz Division members. The Dean of the Graduate Division serves ex officio. A Representative of the Library, nominated by the UCSC Librarians Association, and no more than two student representatives shall be invited to sit with the Committee. SB 330A specifies that the Dean of the Graduate Division may not serve as chair or vice chair of the Graduate Council.

13.21 The Graduate Council

13.21.1 There are six ten Santa Cruz Division members. Each academic division and the School of Engineering shall have at least one, but no more than three, representatives. The Dean of the Graduate Division Studies serves ex officio. A Representative of the Library, nominated by the UCSC Librarians Association, and no more than two three student GSA representatives shall be invited to sit with the Committee. SB 330A specifies that the Dean of the Graduate Division Studies may not serve as chair or vice chair of the Graduate Council.
