Proposed Amendments to Santa Cruz Division Bylaw 13.26

Committee on Research

University policy charges the Academic Senate with a broad mandate to review research.  The Senate body charge to carry out this mandate is the Committee on Research, which has historically concentrated on review of Faculty Research Grant proposals.  The growing size of the campus, the expansion of its research program, the increased complexity of matters such as intellectual property ownership and regulatory concerns, and the shift of various research management functions from UCOP to the campus have led to the appointment of a full time Vice Chancellor for Research and a general expansion of research administration on campus.  Because research is a primary activity of the faculty, the Senate must also develop the expertise and mechanisms for meaningful consultation on research policy.

To handle the increased workload, COC proposes to expand the membership of COR from five to nine members. In section 13.26.2, we have clarified the charge to the committee, in accordance with systemwide and UCSC policies.

If passed by the Academic Senate, this legislation will become effective at the beginning of fall term 2003.

13.26.1 There are five Santa Cruz Division members, one from each of the academic divisions and one from the School of Engineering 13.26.1 There are nine Santa Cruz Division members, including at least one and no more than three members from each of the academic divisions and from the School of Engineering.
13.26.2 The Committee advises the Chancellor of the University of California, Santa Cruz and the appropriate academic dean or vice chancellor concerning research policy issues and budgetary needs for support of research and the acceptance of extramural subsidies. It makes recommendations to the Chancellor of the University of California, Santa Cruz concerning applications by members of the Santa Cruz Division for research grants and for travel expenses to attend meetings of learned societies.

13.26.2 The Committee:

(1)     Consults regularly with the Vice Chancellor for Research (VCR), advises the Chancellor, and informs the Division concerning issues pertaining to the research mission at UCSC and the University of California, such as campus budgetary needs for the support of research and the support of research infrastructure; policy and strategy regarding the pursuit and acceptance of such support; promotion and coordination of multidisciplinary research and collaborative work among faculty; and policies governing acceptance of extramural funding.

(2)     Advises the VCR on policies for periodic evaluation of administrative entities that support faculty research, including such offices as the Office of Research, Office of Sponsored Projects, Office for the Management of Intellectual Property, Communication and Technology Services, UCSC Natural Reserves, Committee for the Protection of Human Subjects, and the Chancellor's Animal Research Committee.

(3)     Makes recommendations to the VCR on the establishment of Organized Research Units (ORUs); advises the Chancellor and VCR on nomination procedures for Directors of ORUs; consults with the appropriate Dean or VCR on the composition  of the external committees for quinquennial and sunset reviews of ORUs; reviews and comments on the reports of external committees; and the appropriate Dean or VCR on the continuance of ORUs.

(4)     Establishes and implements policies and procedures governing the allocation of funds within the purview of the Faculty Grants Program for the conduct of research and for travel to attend scholarly meetings, informs the Division of these policies and procedures, and periodically evaluates them
