Proposal for a New Standing Committee:
Committee on Land and Building Development

To the Academic Senate, Santa Cruz Division:

The Santa Cruz Campus of the University of California is planning to undertake a massive expansion of its physical plant in the next ten years, including the possible purchase of satellite sites. If we assume that the campus student population will grow by 40% and that the campus physical plant will be built out to 100% of its formula-prescribed space, the campus physical plant will nearly double, at a cost of several hundred million dollars.

At the present time the Academic Senate input to the capital planning process is limited to one member of the Committee on Planning and Budget who meets on a quarterly basis with the large administrative committee known as CISAC, which deals with all space issues on the campus. Given the magnitude of the proposed construction, this representation falls far short of what is needed for faculty input.

To provide adequate Senate input into the physical planning process, the Committee on Committees requests that the Senate amend the divisional bylaws to establish a standing committee, effective immediately, and known as the Committee on Land and Building Development, whose charge is specified below:


Committee on Land and Building Development

There are five Santa Cruz Division members, one from each academic division and one from the School of Engineering. The Assistant Vice Chancellor for Physical Planning and Construction and no more than two student representatives shall be invited to sit with the committee.

The Committee will review all proposals for the acquisition, development, and significant renovation of real property managed by UC Santa Cruz, including civil and landscape construction. It receives all such proposals and reviews them in terms of quality and appropriateness.

The Committee will review the overall architectural and functional quality of the proposed development. At a minimum, the Committee will review the siting, environmental reports, schematic designs, preliminary designs, and, if there are significant changes, the construction designs of all construction projects.

The Committee will report all recommendations to the Academic Senate and to the Committee on Planning and Budget.
