Committee on the Education Abroad Program (CEAP)
1998-99 Annual Report
To the Academic Senate, Santa Cruz Division:
The UC Education Abroad Program (EAP) is the largest, honors level, academic study abroad program in the United States. It is a universitywide program under the direction of Professor John Marcum. The universitywide office, in Santa Barbara, is funded by the Office of the President, and is under the academic oversight of the universitywide Senate EAP Committee (UCEAP) in keeping with UC’s tradition of "shared governance."
CEAP ACTIVITIES
- CEAP Chair Margo Hendricks represented UCSC on the universitywide EAP committee (UCEAP). During the academic year 1998-99, she served on UCEAP’s Course Approval Committee, now renamed the Committee on Academic Quality. This committee works to ensure the overall excellence of academic programs offered by host institutions and advise the University Office of the Education Abroad Program (UOEAP) on the assessment of these programs.
- CEAP, in consultation with COC and UCEAP, worked to implement and expand the pool of UCSC faculty actively involved in EAP.
- CEAP began the process of implementing the charges recommended in the report of the Chancellor’s Millennium Committee. CEAP established as its highest priority the increased availability of education abroad opportunities to all students at UCSC. To that end, CEAP Chair Hendricks has been in close consultation with UCSC EAP Director Potts to develop strategies to achieve this goal.
- One major concern of CEAP’s was the Education Abroad Program/International Programs (EAP/IP) Office on campus. As the previous academic year report indicated, the EAP/IP Office is in something of an administrative dilemma. Although the office staff report to the Student Affairs unit, most or nearly all of its responsibilities fall within the academic rubric (the office provides services to UCSC faculty, graduate and undergraduate students, and international researchers and faculty). Resources to the EAP/IP Office have not increased with the demands that staff now face (both on a campus level and a universitywide level). The 1997-98 CEAP report offered a number of recommendations that have not yet been implemented. CEAP Chair Hendricks and EAP Director Potts met with AVCUE Goff and EVC Simpson to begin addressing some of these recommendations. Later in the year, Chair Hendricks met with EVC Simpson and AVCUE Goff, with UOEAP Director John Marcum in attendance, to discuss the status of the UCSC EAP/IP Office. During this meeting EVC Simpson agreed to transfer the EAP/IP Office from Student Affairs directly to the EVC’s academic unit.
- UCSC’s CEAP met in the spring quarter to discuss and revise the Committee’s charge in light of the Millennium Committee’s recommendations. In addition, CEAP considered this change in relation to changes taking place on other UC campuses and the proposed name change at the universitywide level from UCEAP to the UC Committee on International Education. CEAP voted unanimously to submit a revision of the CEAP charge and name to the UCSC Academic Senate for approval in 1999-00. The Committee believes that these changes more accurately reflect the Committee’s responsibilities to the Senate and campus on matters of education abroad and international education. CEAP believes this change is timely in light of the proposed designation of College Nine as an International College.
RECOMMENDATIONS
- That the EVC complete the immediate transfer of EAP/IP from Student Affairs to the Academic Affairs unit under his purview.
- CEAP also requests that the EVC fund EAP/IP at a level consistent with the demands made by the increased growth on the UCSC campus and the proposed growth universitywide. The proposed increased utilization of EAP as part of the strategy for handling future growth necessitates a reassessment and expansion of the organization, staffing, and resource allocation for EAP/IP.
- That the EVC and AVCUE, in consultation with CEAP, assess and remedy short-term problems (fiscal and personnel) affecting the EAP/IP Office.
- The AVCUE work more closely with CEAP on issues of international education, especially in the planning and implementation of international education on the UCSC campus.
- That proposed revisions of CEAP’s bylaws be submitted to the Academic Senate in 1999-00.

CURRENT CEAP BY-LAW
Committee on the Education Abroad Program
There are four Senate members, the Campus Coordinator for the Education Abroad Program (a Senate member appointed by the President) and no more than two student members. Where possible, preference in the selection of student members shall be given to former participants in EAP.
The Committee may concern itself with any aspect of the Education Abroad Program. It may take up related mattes concerning extramural study by Santa Cruz students and other questions referred to it by other committees and the Division. It may solicit opinion from boards of studies and members of the faculty. It may make direct representations to the University Committee on Education Abroad Program., the Director of the Education Abroad, Program, or other administrative officers or bodies of the Academic Senate on any appropriate matter concern the Education Abroad Program.
PROPOSED REVISION
Name Change to Committee on International Education
Committee on the Education Abroad Program
The UCSC Committee on International Education shall consist of five Senate members, the Director of EAP, the coordinators of EAP/International Programs, and student representatives, one undergraduate and one graduate who shall not have the right to vote. Where possible, preference in the selection of student members shall be given to former participants in EAP.
The Committee will provide academic oversight of the Education Abroad Program and the International Programs. In consultation with academic departments and administrative units, the Committee will promote and develop programs for international education and exchanges. The Committee shall serve as an advisory committee for the identification and coordination of opportunities for global and transitional education collaboration, as well as international education planning and policy. In consultation with CEP, CPB, and the Graduate Council, the Committee shall aid in the determination of effective allocation of resources for International Education on the Santa Cruz campus.
The duties of the Committee shall be as follows:
- It shall represent the Division in all matters concerned with international education, including academic oversight of the Education Abroad Program and International Programs.
- It shall represent the Division in all aspects of international education and exchange.
- In consultation with the Administration, it shall formulate policies and programs that will serve to better integrate international education into the campus academic program.
- It shall, in consultation with academic units and administrative units, provide oversight of initiatives relating to international education and academic exchanges.
